Update on the Proposed Seattle 2035 Comp Plan

11/14/2016

Dear Beacon Hill neighbors,
The proposed up zoning for our neighborhood is moving fast.  We need to advocate for our need for low income housing from the MHA (Mandatory Housing Affordability) program where developers are required to include low income housing in their building or give money for such use.

We need to be an advocate for:
  • preventing displacement of existing Beacon Hill residents (both renters and homeowners);
  • concurrent development of open space, services, transportation and safety as density increases;
  • using MHA (Mandatory Housing Affordability) funds collected from Beacon Hill to fund affordable housing on Beacon Hill."
We ask you to do 2 things:

1.  Review results of the October 20 Community Design Workshop and the associated maps in preparation for the 6:30 p.m. December 6 Beacon Hill Community meeting.

These documents are also attached at the bottom of this post.

In short, we have general agreement on:
  • maintaining an open look and feel for Beacon Avenue
  • encouraging commercial zone behind the light rail station and extending it to 15th Avenue.
  • more density around the Light Rail Station
  • more parks, including pocket parks throughout the urban village
  • more transportation as busses are full as it is.
We need to discuss further:
  • 10 minute walking distance to the Light Rail station. (Please walk this, video/audio it and report at our meeting.)
  • building height transitions
  • upzoning on the west side and north side of Jefferson Park
  • ways to help people experiencing displacement as a result of increased development to stay on Beacon Hill
  • waiving MHA fees for homeowners who want to build additional units on their property without tearing down their existing homes".
 Please share this email with your neighbors so we can involve them on this very important matter.
 2.  Also give your input to the City.  Here are the many ways to go about it:
  • Open Continuously HALA Consider It.  Only 14 people from Beacon Hill have participated. Simply give your input at https://hala.consider.it/?tab=Draft%20zoning%20changes) scroll down to “View Draft Zoning Changes” and select  “North Beacon Hill”.
  • November 21 -  6 p.m. – HALA FOCUS GROUP at Bertha Landes Room
  • November – DON (Dept. of Neighborhood) will mail notice to affected homeowners inside and outside the urban village asking for feedback.
  • December 6 – 6:30 p.m. Beacon Hill Community Meeting at Jefferson Community Center. This will help us prepare for a small meeting with our District Rep. Council Pres. Bruce Harrell and PLUZ (Planning Land Use and Zoning) Committee Chair Rob Johnson.
  • January –  DON (Dept. of Neighborhood) meeting in Columbia City to get input from southend communities.
  • February –  The EIS (Environmental Impact Statement) for the 2035 Seattle Comprehensive Plan will ask for comments.
  • March or April – The OPCD (Office of Planning & Community Development) will release the updated proposed 2035 Seattle Comprehensive Plan.
  • Date TBD  Seattle PLUZ Committee Hearing, Review and Vote
  • Date TBD Seattle Council of the Whole Hearing, Review and Vote
Thank you.

Sincerely,
Beacon Hill Council
